Cowboy wore
shoes for about a year. It's likely that prior to that, he
simply hadn't finished developing; the hooves are not usually fully
developed until the horse is 6 years old. Shod at three, that
maturation has been stunted, but it shouldn't take long to reverse the
damage done to date.
